Among the options that the Nuggets can afford, Josh Hart would be the ideal option because he offers the best of both worlds, he is a really good POA defender but he is also big enough to handle or more switch and help heavy system once everyone is healty. So if everyone is healty we need a bigger player, someone like KCP or Danny Green, but if Murray and MPJ are injured (specially Murray, how strong he is at PG is key to a lot of our more switchable defensive schemes and Bones and Monte are just nowhere near that kind of player right now, MPJ on the other hand is more replaceable by a player like Zeke on that side, just not by a player like Green) we need a smaller guy who can stop guards 1 on 1. Also in the span of a season and a half Barton's defense has gone down, some of it has been going from the 4th-5th option on offense to the 2nd, but he is also 31 and has had many injuries. Then of course everyone got injured and we went back to a more static defense to fit the rest of out personel, and Harris would have been a big improvement when paired with other players that are just not switchable like Green and Monte. I personally thought that the FO made a mistake when they traded Harris instead of Barton for AG, but the style of defense that we played when everyone was healthy, that was very heavy on switches and helps and didn't need a lot of POA defense out of our guards, fitted Barton better than Harris due to the difference in size. But once Murray and MPJ come back, the defense we play is very different. If we are talking about a 2 who is affordable, can shoot 3s at a decent rate and is a good POA defender, then Josh Hart and Gary Harris are the top candidates.
